THIS SPECTRUM IS TO INCLUDE AN ON-GOING COMMITMENT TO TRAIN THE MINORITIES, THE UNEXPERIENCED AND CHILDREN IN THE AREA OF ARTS. GIVING THEM THE OPPORTUNITY TO EXHIBIT THEIR ABILITIES AND TALENTS TO THE REGION.
