PROVIDE FUNDING TO 14 MEMBER AGENCIES (INCLUDING SPECIAL GRANTS AND DONOR DESIGNATIONS) IN THE FRANKLIN COUNTY AREA AFTER ASSESSING COMMUNITY NEEDS TO DETERMINE THE ANNUAL ALLOCATIONS.
