THE PURPOSE AND FUNCTION OF NOCAC IS TO PLAN, DEVELOP, AND COORDINATE PROGRAMS AND SERVICES TO COMBAT POVERTY FOR THE RESIDENTS OF DEFIANCE, FULTON, HENRY, PAULDING, VAN WERT AND WILLIAMS COUNTIES. NOCAC WORKS ON BEHALF OF LOW-INCOME PEOPLE TO ATTAIN SKILLS NECESSARY TO BECOME SELF-SUFFICIENT.

HOUSING AND ENERGY SERVICES PROVIDED 106 HOMES WITH WEATHERIZATION SERVICES INCLUDING ATTIC/SIDEWALL/FLOOR INSULATION AND AIR DUCT SEALING. EIGHTY FURNACES, 49 HOT WATER HEATERS, 3 ROOFS, 455 REFRIGERATORS, 22 FREEZERS, 5 STOVES, 1 SUMP PUMPS, AND 2,317 ENERGY EFFICIENT BULBS WERE INSTALLED. SIXTY-FOUR EXHAUST FANS WERE INSTALLED AND 7 ELECTRICAL REPAIRS. CONSUMER EDUCATION WAS GIVEN TO 106 HOUSEHOLDS.
CHILD DEVELOPMENT PROVIDED FULL-TIME AND PART YEAR COMPREHENSIVE PRESCHOOL AND HOME-BASED SERVICES TO 344 LOW-INCOME CHILDREN IN 8 CENTERS WITH 17 CLASSROOMS. TRANSPORTATION SERVICES WERE PROVIDED TO 238 OF THESE CHILDREN USING 14 BUSES. MEDICAL EXAMS WERE RECEIVED BY 268 CHILDREN AND 265 RECEIVED DENTAL EXAMS. CLASSROOM CHILDREN WERE SERVED 25,878 BREAKFASTS, 54,127 LUNCHES AND 25,286 SNACKS THAT MET USDA REGULATIONS. CHILD CARE ASSISTANCE WAS PROVIDED TO 1,511 CHILDREN BY 136 PROVIDERS/CENTERS FOR 784 FAMILIES WHO WERE INCOME ELIGIBLE AND EITHER WORKING OR ATTENDING CLASSES. EACH PROVIDER RECEIVED MONITORING AT LEAST TWICE PER YEAR BY NOCAC STAFF. ELEVEN SUMMER FOOD SITES SERVED 10,632 MEALS THAT MET USDA REQUIREMENTS TO 1,337 UNDUPLICATED CHILDREN IN JUNE, JULY, AND AUGUST. ONE HUNDRED TWENTY HOUSEHOLDS RECEIVED 1,145 WEEKEND MEAL BAGS.
COMMUNITY SERVICES MADE 12,765 PAYMENTS FOR UTILITIES, RENT, FOOD, GASOLINE, PRESCRIPTIONS, OR EMPLOYMENT RELATED NEEDS ON BEHALF OF LOW-INCOME HOUSEHOLDS. THE SOUP KITCHEN SERVED 9,022 MEALS TO LOW-INCOME INDIVIDUALS. IT ALSO PROVIDED 474 UNITS OF TRANSPORTATION TO CONSUMERS AND FOR FOOD DONATION PICKUP. USDA FOOD COMMODITIES WERE DISTRIBUTED TO 131 UNDUPLICATED LOW-INCOME HOUSEHOLDS. EMERGENCY SHELTER ROOMS HOUSED 244 HOMELESS INDIVIDUALS FOR 10,291 NIGHTS. ONE HUNDRED SEVENTY HOMELESS INDIVIDUALS OR FAMILIES HAD PAYMENTS MADE TOWARD RENT, RENT ARREARAGES, DEPOSITS AND/OR UTILITY BILLS. THIRTEEN INCOME ELIGIBLE CONSUMERS PARTICIPATED IN INDIVIDUAL DEVELOPMENT ACCOUNTS FOR HOME OWNERSHIP OR TO FURTHER THEIR EDUCATION. ONE HUNDRED NINE INDIVIDUALS PARTICIPATED IN "GETTING AHEAD IN A JUST GETTING BY WORLD" CLASSES. FINANCIAL COACHING CLASSES WERE GIVEN TO 62 CLIENTS AND 52 PEOPLE ATTENDED MONEY MANAGEMENT CLASSES. APPLICATION FOR 2,642 LOW-INCOME CUSTOMERS WERE PROCESSED RESULTING IN AN AFFORDABLE INCOME-BASED UTILITY PAYMENT PLAN. TWO HUNDRED TWENTY-THREE AIR CONDITIONERS AND ONE HUNDRED THIRTY-FOUR FANS WERE DISTRIBUTED TO ELIGIBILITY HOUSEHOLDS. NOCAC PROVIDED 700 LOW TO MODERATE INCOME HOUSEHOLDS WITH FREE TAX PREPARATION THROUGH THE OHIO BENEFIT BANK.
