THE DELAWARE SOCCER OFFICIALS ASSOCIATION DSOA (DESOA.COM) IS A 501(C)(4) NONPROFIT SOCIAL WELFARE ORGANIZATION THAT PROVIDES SOCCER REFEREE SERVICES FOR SCHOOLS LOCATED IN NORTHERN KENT AND ALL OF NEW CASTLE COUNTIES IN DELAWARE. THE MISSION OF DSOA IS TO PROMOTE THE ATHLETIC ENDEAVORS OF EDUCATIONAL AND COMMUNITY ORGANIZATIONS THAT PARTICIPATE IN THE SUPPORT OF SOCCER. DSOA FULLY EMBRACES "EDUCATION THROUGH ATHLETICS", AND WILL PROVIDE OFFICIALS FOR ATHLETIC CONTESTS OR EVENTS THAT SUPPORT THIS ENDEAVOR. DSOA TRACES ITS ROOTS BACK TO THE MID 1980'S AND HAS AN EXECUTIVE COMMITTEE (EC): PRESIDENT, VICE PRESIDENT, SECRETARY AND TREASURER (OFFICERS) AS WELL AS 3 AT LARGE MEMBERS AND THE GAME ASSIGNOR. ALL POSITIONS ARE VOLUNTEER AND ELECTIONS ARE HELD EVERY TWO YEARS. THERE ARE NO OWNERS AND NO EMPLOYEES OF THE BUSINESS. SELECTED MEMBERS OF THE EC (TREAS. SEC. & GAME ASSIGNOR) AND MEMBER REFEREES RECEIVE FEES FOR ADMINISTRATIVE OR REFEREE SERVICES AS IRS FORM 990 INDEPENDENT CONTRACTOR.
