THE FEDERATION, AS A PUBLIC LIBRARY SYSTEM, APPLIES FOR AND RECEIVES STATE AID AND COUNTY FUNDS ON BEHALF OF THE SYSTEM AND THE MEMBER LIBRARIES. THE FEDERATION ALSO APPROVES GRANT APPLICATIONS AND IS RESPONSIBLE FOR COUNTYWIDE LIBRARY SERVICE AND LONG RANGE PLANNING. THE MAJORITY OF ITS REVENUE IS PASSED ONTO THE MEMBER LIBRARIES ACCORDING TO AN AGREED UPON FORMULA.
