HRRC FOCUSES ON OWNER-OCCUPIED, ONE AND TWO-FAMILY HOMES. HRRCS PROGRAMS RECOGNIZE THE SPECIAL NEEDS OF LOW-MODERATE INCOME HOMEOWNERS AND PROVIDE INCENTIVES TO ENCOURAGE AND ENABLE THEIR PARTICIPATION. PROGRAMS ARE DESIGNED TO PREVENT DETERIORATION AND BLIGHT AND TO ENCOURAGE REHABILITATION, IN ORDER TO MAINTAIN THE CONDITION AND VALUE OF HOUSING IN THE COMMUNITY. HRRC ALSO SERVES AS A HUD-APPROVED COUNSELING AGENCY TO PROVIDE HOUSING COUNSELING (INCLUDING FINANCIAL EDUCATION AND HOME BUYER EDUCATION) AND FORECLOSURE INTERVENTION.
