TO WORK IN COLLABORATION WITH AGENCIES, ORGANIZATIONS AND LOCAL GOVERNMENT TO IDENTIFY THE NEEDS INCLUDING THOSE CURRENTLY IN PLACE, UNMET AND/OR UNDERSERVED AND TO WORK TOWARDS SOLUTIONS FOR THE MOST PRESSING ISSUES.
