CONVENTIONS AND THE SAPPHIRE LEADERSHIP INSTITUTE ARE HELD BIENNIALLY, AND THE OFFICERS' ACADEMY AND A VARIETY OF OTHER LEADERSHIP PROGRAMS ARE HELD ANNUALLY.
