Describe the Organization's Program Activity:
Part 3
THE PROGRAM OF CARLISLE OPPORTUNITY HOMES, INC, (COH) PROVIDES RENTAL HOUSING FOR APPROXIMATELY 31 LOW AND MODERATE INCOME FAMILIES. IN ORDER TO MAINTAIN AND IMPROVE RENTAL HOUSING QUALITY COH CONTINUED ITS PROGRAM OF HOUSE INSPECTION AND SIGNIFICANT EXPENDITURES ON MAINTENANCE AND REPAIR DURING 2016. COH CONTRACTS ANNUALLY WITH THE REDEVELOPMENT AUTHORITY OF CUMBERLAND COUNTY TO PROVIDE THE OVERALL MANAGEMENT SERVICES AND PROPERTY MAINTENANCE SERVICES WHICH IT ALSO PROVIDES FOR ITS OWN EXTENSIVE AFFORDABLE HOUSING PROGRAMS. A PROPERTY MANAGER HAS DEFINED THE MISSION OF COH AS AN "ORGANIZATION OF SECOND CHANCE" FOR THOSE WHO DO NOT MEET THE MORE STRINGENT GUIDELINES FOR PUBLIC HOUSING. SOME OF OUR CLIENTS ARE RECIPIENTS OF SECTION 8 PAYMENTS. COH CLIENTS MUST PASS A SELECTION REVIEW PROCESS AND ARE PROVIDED WITH FIRM GUIDANCE IN REALIZING THEIR HOUSING NEEDS IN WELL MAINTAINED HOUSING UNITS. NEW CLIENTS ARE IDENTIFIED THROUGH A HOUSING WAITING LIST MAINTAINED BY THE HOUSING AUTHORITY, THROUGH FOCUSED ADVERTISEMENTS AND GENERAL PUBLICITY IN THE LOCAL NEWSPAPER, AND THROUGH FOCUSED ADVERTISEMENTS AND GENERAL PUBLICITY IN THE LOCAL NEWSPAPER, AND THROUGH WORD-OF-MOUTH BY CURRENT CLIENTS AND IN THE LOCAL COMMUNITY. ALTHOUGH COH HAS PURSUED AN OPEN, NON- DISCRIMINATORY SELECTION PROCEDURE SINCE ITS INCEPTION, IT ADOPTED A SET OF WRITTEN CRITERIA IN 1998. THE BOARD OF DIRECTORS SCRUTINIZES EACH CASE TO DETERMINE NEED AND ABILITY TO MEET SUBSIDIZED RENTAL OR LEASE -PURCHASE OBLIGATIONS ON AN OBJECTIVE, NON-DISCRIMINATORY BASIS. FAMILY-UNIT SIZE IS MATCHED WITH THE NUMBER OF ROOMS/BEDROOMS IN THE AVAILABLE HOUSING. A COMMITTEE OF THE BOARD OF DIRECTORS REVIEWS EACH FAMILY SITUATION IN DETAIL BEFORE ACCEPTING THE CLIENT INTO THE PROGRAM. CLIENTS WHO DO NOT MEET THEIR FINANCIAL OBLIGATIONS ARE COUNSELED AND MAY BE TERMINATED IF IT IS CLEAR THAT THEY CANNOT OR WILL NOT MEET THEIR OBLIGATIONS. BOARD MEMBERS ALSO INSPECT HOUSING UNITS ON A REGULAR BASIS AND ARRANGE FOR REGULAR MAINTENANCE. IN ORDER TO MAINTAIN AND IMPROVE THE EXISTING COMMUNITY HOUSING STOCK COH WILL OCCASIONALLY BUY A DETERIORATING HOUSE, REHABILITATE IT, AND OFFER IT FOR RENTAL OR SALE TO A QUALIFIED FAMILY.
