LINKAGES - THE CENTER ESTABLISHES COORDINATION BETWEEN GOVERNMENTAL AND OTHER SOCIAL SERVICES PROGRAMS TO ASSURE THE EFFECTIVE DELIVERY OF SERVICES TO LOW-TO-MODERATE INCOME INDIVIDUALS.
