EACH PASTOR OF A CONGREGATION OF CHRISTIANS IN SNYDER COUNTY, PA MAY NOMINATE ONE PERSON WHO HAS REGULARLY PARTICIPATED IN CHURCH, SCOUTING, OR 4-H ACTIVITIES; WHO IS A SENIOR IN HIGH SCHOOL; WHO IS A DOMICILIARY OF SNYDER COUNTY, PA; AND WHO IS MORALLY, MENTALLY, AND PHYSICALLY COMPETENT AND WORTHY.
