AS WELL AS THE ESTABLISHMENT OF ECONOMIC AND HOUSING DEVELOPMENT MODELS THAT COMBAT AND CORRECT THE ORIGINS OF COMMUNITY DETERIORATION, A CONDITION WHICH LEADS TO AND EXACERBATES HOMELESSNESS AND POVERTY.
