THE ORGANIZATION WILL PROMOTE AND DEFEND MERIT SHOP PHILOSOPHY, BOTH NATIONALLY AND IN NEW YORK STATE. THIS PHILOSOPHY ENCOURAGES OPEN COMPETITION AND FREE MARKET APPROACH TO CONSTRUCTION, BASED SOLELY ON MERIT, REGARDLESS OF LABOR AFFILIATION.
