WORKFORCE INC. USES A DBA RECYCLEFORCE. WORKFORCE, INC. DBA RECYCLEFORCE FOCUSES ON A TRIPLE BOTTOM LINE TO MEASURE SUCCESS: SOCIAL, ENVIRONMENTAL, AND ECONOMIC. WE TAKE THE THINGS SOCIETY THROWS AWAY - OLD ELECTRONICS AND PEOPLE "THROWN AWAY" AFTER COMMITTING A CRIME - AND TURN BOTH INTO SOMETHING NEW THAT BENEFITS SOCIETY. RECYCLEFORCE EMPLOYS INDIVIDUALS IMMEDIATELY UPON RELEASE FROM INCARCERATION PROVIDES THEM WRAP AROUND SERVICES THAT INCLUDES ONSITE TRAINING FOR BASIC EDUCATION AND WORKPLACE CREDENTIALS, FINANCIAL PLANNING, MENTAL HEALTH SERVICES, AND CRIMINAL JUSTICE COMPLIANCE MONITORING.DURING THE PAST YEAR RECYCLEFORCE HAS RECYCLED 6 MILLION POUNDS OF ELECTRONIC WASTE AND EMPLOYED AND SERVED 452 FORMER OFFENDERS THROUGH ITS PROGRAM. OUR TYPE 1 SUPPORTING ORGANIZATION, KEYS2WORK, AN ALTERNATIVE STAFFING NONPROFIT - ASSISTS OUR PARTICIPANTS WITH THE NEXT STEP IN THEIR JOURNEY HOME BY PLACING THEM IN BETTER JOBS AFTER COMPLETION OF THE RECYCLEFORCE PROGRAM. THE GOAL OF THESE BETTER JOBS - EITHER TEMP TO PERM OR DIRECT PLACEMENTS - IS TO HELP MODERATE/ HIGH-RISK RETURNING CITIZENS TO MOVE TOWARD A CAREER THAT ALLOWS THEM TO EARN LIVING WAGES, EARNINGS HIGH ENOUGH TO LEAVE CRIME AND POVERTY. DURING THE PAST YEAR KEYS2WORK HAS EMPLOYED AND SERVED 296 FORMER OFFENDERS THAT HAVE BEEN REFERRED FROM RECYCLEFORCE OR OTHERWISE BEEN IDENTIFIED AS NEEDING ALTERNATIVE STAFFING SERVICES.WE CALL THIS THE ABC MODEL: ANY JOB - BETTER JOB - CAREER. RECYCLEFORCE HAS TRADEMARKED THE ABC MODEL AND IT IS ALSO CONSIDERED A NOTABLE PRACTICE" THAT PROGRAMS ACROSS THE COUNTRY ASPIRE TO REPLICATE.RECIDIVISM IS REDUCED WHEN A FORMERLY INCARCERATED INDIVIDUAL RECEIVES SUPPORT, TRAINING AND SKILLS SO THAT ENTRY INTO SOCIETY IS SUCCESSFUL. THE NATIONAL RECIDIVISM RATE RANGES FROM 45% TO 70%. THE RECIDIVISM RATE FOR THE 248 PEOPLE SERVED BY RECYCLEFORCE PARTICIPANTS IN FISCAL YEAR 2020 WAS 9%, A SIGNIFICANT DIFFERENCE. IN ADDITION TO THE DIRECT BENEFIT TO THE INDIVIDUAL, THE PROGRAM ALSO CONTRIBUTES TO PUBLIC SAFETY, INCREASES TAX REVENUE DUE TO INCREASED EMPLOYMENT, INCREASES FAMILY SUPPORT PAYMENTS SUCH AS CHILD SUPPORT, REDUCES OVERCROWDING IN PRISONS AND LESSENS THE DRAIN ON THE PUBLIC DUE TO THE COST OF INMATE INCARCERATION AND AID TO FAMILIES WITHOUT WAGE EARNERS.RECYCLEFORCE AND KEYS2 USE THE ABC MODEL AS A CRIME PREVENTION STRATEGY THAT POSITIVELY AFFECTS THE ENVIRONMENT AND HELPS COMPANIES FIND NEEDED LABOR, LEADING TO A CLEANER AND SAFER COMMUNITY. WE EXIST TO TO REDUCE CRIME, PREPARE PEOPLE FOR PERMANENT EMPLOYMENT, FEED RECYCLABLES AS RAW MATERIAL FOR THE MANUFACTURING SECTOR, AND HELP INDUSTRY AND EMPLOYERS SUCCESSFULLY EMPLOY THE RETURNING CITIZEN.WE FOCUS ON THREE SOCIAL OUTCOMES: 1. REDUCED GOVERNMENT EXPENDITURES THROUGH LOWERED RECIDIVISM 2. GROWING THE ECONOMY AND LOCAL TAX BASE (MORE THAN $15M IN WAGES AND $3M IN TAXES PAID SINCE OUR INCEPTION) AND 3. STABILIZING FAMILIES THROUGH PAID CHILD SUPPORT (100% CHILD SUPPORT PAYMENTS WHILE IN PROGRAM).WE FOCUS ON TWO ENVIRONMENTAL OUTCOMES: 1. KEEPING ELECTRONIC WASTE OUT OF INDIANA LANDFILLS 2. PREPARING ELECTRONIC WASTE AS A FEEDSTOCK FOR THE MANUFACTURING SECTOR. THIS WORK INCLUDES REMOVING HAZARDOUS MATERIALS, SUCH AS LEAD, CADMIUM, AND MERCURY. MANY ELECTRONICS HAVE PLASTICS THAT CAN BE RECYCLED BUT OFTEN ARE NOT. IN FISCAL YEAR 2021 WE DIVERTED 6 MILLION POUNDS OF ELECTRONIC WASTE FROM THE LANDFILL (DOWN FROM FISCAL YEAR 2020 DUE TO THE COVID PANDEMIC.) WE PROCESSED THIS WASTE INTO FIVE BASIC COMPONENTS: PLASTIC, STEEL, COPPER, ALUMINUM, AND INTEGRATED CIRCUIT BOARDS THAT CONTAIN GOLD AND OTHER PRECIOUS METALS. THE COMMODITIES, AFTER BEING RECYCLED, ARE INTRODUCED BACK INTO THE MANUFACTURING STREAM TO BE MADE INTO NEW PRODUCTS. AS AN EXAMPLE, 85% OF ALL THE STEEL REBAR MADE IN INDIANA IS FROM RECYCLED MATERIAL, A SIGNIFICANT AMOUNT OF WHICH IS SUPPLIED BY RECYCLEFORCE'S EFFORTS.KEYS2WORK AND RECYCLEFORCE'S PARADIGM FOR SERVING RETURNING CITIZENS INCLUDES - 1) EARNED WAGES: ENSURING THAT ALL PARTICIPANTS HAVE ACCESS TO LIVING WAGE EMPLOYMENT WHILE PURSUING EDUCATION, TRAINING, AND CREDENTIALING.2) FLEXIBILITY: ENSURING FLEXIBLE WORK SCHEDULES TO ACCOMMODATE PARTICIPATION IN THESE PROGRAMS AS WELL AS FLEXIBILITY TO ADHERE TO CRIMINAL JUSTICE OVERSIGHT OBLIGATIONS.3) TRAINING: PROVIDING PORTABLE AND STACKABLE INDUSTRY-RECOGNIZED TRAINING DURING THE PAID WORK DAY. 4) STAFFING: DEVELOPING ALTERNATIVE STAFFING PARTNERS TO PROVIDE FLEXIBLE TEMPORARY WORK FOR PARTICIPANTS WHO NEED TO COMPLETE EDUCATION, TRAINING, AND CREDENTIAL PROGRAMS BEGUN WHILE IN THE TRANSITIONAL JOB AND LINKS TO PERMANENT EMPLOYMENT UPON COMPLETION.5) PEER MENTORS: USING PEERS AS MENTORS AND AUGMENTING PEER MENTORING WITH "TRADITIONAL" MENTORS.WORKFORCE INC. IS PARTIALLY FUNDED GRANTS AND BY REVENUE GENERATED THROUGH THE RECYCLING OF ELECTRONICS, METALS, AND PLASTICS.KEYS2WORK IS PARTIALLY FUNDED BY GRANTS AND THE REVENUE IT GENERATES FROM ITS ALTERNATIVE STAFFING SERVICES. RECYCLEFORCE ALSO HAS BEEN INVOLVED IN A SIGNIFICANT RANDOM CONTROL TRIAL KNOWN AS THE ENHANCED TRANSITIONAL JOBS DEMONSTRATION (ETJD) FUNDED BY THE UNITED STATES DEPARTMENT OF LABOR. FROM 2012 TO 2018, 1000 PEOPLE WHO EXITED THE INDIANA DEPARTMENT OF CORRECTION WERE RANDOMIZED INTO TWO GROUPS OF 500 EACH AND TRACKED FOR 30 MONTHS AFTER PROGRAM EXIT. THE MAIN DATA MEASURED WERE EARNINGS AND RETURN TO PRISON AND JAIL. RECYCLEFORCE WAS ONE OF THE PROGRAMS STUDIED THAT WARRANTED A BENEFIT COST ANALYSIS OF THE OUTCOMES. THAT STUDY BRIEF IS AVAILABLE UPON REQUEST. KEY FINDINGS CULLED FROM THE OVERALL ETJD REPORT IS ALSO AVAILABLE UPON REQUEST.
