THE RESTORATION IS A SIGNIFICANT PROGRAM ACTIVITY, HOWEVER BY CAPITALIZING THE COSTS OF THIS PROGRAM ACTIVITY THOSE COSTS ARE NOT REFLECTED IN THE CENTER'S PROGRAM EXPENSES.
