*OPERATION SHIELD*OPERATION SHIELD IS THE ATLANTA POLICE FOUNDATIONS CORE SMART POLICING INITIATIVE. THE PROGRAM HAS INSTALLED A CANOPY OF CAMERAS ACROSS EVERY ZONE OF THE CITY, EACH DESIGNED TO BE NETWORKED IN REAL TIME TO THE ATLANTA POLICE DEPARTMENTS VIDEO INTEGRATION CENTER (VIC). THE VIC MONITORS NETWORKED CAMERAS IN REAL TIME, ENABLING APD TO ENHANCE POLICE VISIBILITY AND CRIME DETERRENCE. UNDER THE AUSPICES OF APF, THE PRIVATE SECTOR HAS PROVIDED THE FUNDING FOR THE VAST MAJORITY OF THE NETWORK, FREEING APD RESOURCES FOR OTHER URGENT LAW ENFORCEMENT NEEDS. OPERATION SHIELD ALSO INCLUDES THE COMNET RADIO SYSTEM THAT INTEGRATES PRIVATE SECTOR SECURITY TEAMS WITH APD, RESULTING IN REAL TIME AWARENESS AND COORDINATION OF LAW ENFORCEMENT EFFORTS. IN 2021, APF FUNDED THE LATEST ITERATION OF OPERATION SHIELD, WHICH HAS BEEN DUBBED CONNECT ATLANTA. THIS LATEST EVOLUTIONARY STEP WAS DRIVEN BY THE PROCUREMENT OF THE SOFTWARE PLATFORM FUSUS, WHICH ALLOWS FOR THE CREATION OF A REAL-TIME CRIME CENTER. CONNECT ATLANTA BRING ALL OF THE COMPONENTS OF OPERATION SHIELD UNDER ONE PANE OF GLASS, MAKING CRIME FIGHTING AND RESPONSE MORE EFFICIENT AND INTERACTIVE WITH THE CITIZENS OF ATLANTA.
*AT-PROMISE*APFS AT-PROMISE INITIATIVE ENTERED ITS FOURTH YEAR OF OPERATIONS IN 2021. THE PROGRAMS MISSION IS TO DIVERT YOUTH FROM CRIMINAL ACTIVITY TOWARDS A PRODUCTIVE LIFE OUTSIDE THE CRIMINAL JUSTICE SYSTEM. YOUTH WHO ARE REFERRED TO THE PROGRAM RECEIVE A CUSTOMIZED PLAN OF WRAP-AROUND SERVICES DESIGNED SPECIFICALLY FOR THE YOUTH. THESE INDIVIDUALIZED PROGRAMS ARE DEVELOPED FOLLOWING A COMPREHENSIVE THERAPEUTIC ASSESSMENT WHICH IS PERFORMED ON EVERYONE WHO ENTERS THE PROGRAM. APF WORKS WITH MORE THAN 30 SOCIAL SERVICE AGENCIES WHO APPLY THE APPROPRIATE PROFESSIONAL EXPERTISE TO EACH INDIVIDUAL CASE, ENSURING RELEVANCE AND A PERSONALIZED APPROACH.THE WESTSIDE AT-PROMISE CENTER HAS BEEN IN OPERATION SINCE AUGUST 2017, SERVING MORE THAN 1500 YOUTH. THE SERVICES PROVIDED INCLUDE INDIVIDUAL, GROUP AND FAMILY THERAPY, EDUCATIONAL ASSISTANCE SUCH AS TUTORING, GED CLASSES, STEAM AND HOMEWORK ASSISTANCE, WORKFORCE DEVELOPMENT, MUSIC, DIGITAL MEDIA, AND OTHER RECREATIONAL ACTIVITIES.IN 2020, APF OPENED ITS SECOND AT-PROMISE CENTER, LOCATED ON METROPOLITAN PARKWAY ON THE SOUTHSIDE OF ATLANTA, AND OPENED ITS THIRD AT-PROMISE CENTER IN MARCH 2022, ON THE CAMPUS OF THE WALTER AND ANDREW YOUNG FAMILY YMCA ON CAMPBELLTON ROAD IN SOUTHWEST ATLANTA.AT-PROMISE STATISTICSRECIDIVISM RATE: 5%NUMBER OF HIGH SCHOOL SENIORS WHO GRADUATED IN 2021: 100%NUMBER OF YOUTH WHO RECEIVED A GED IN 2021: 6NUMBER OF YOUTH WHO RECEIVED A JOB (OF THOSE WHO APPLIED): 89%
*ATLANTA CRIME RESEARCH CENTER*THE ATLANTA CRIME RESEARCH CENTER (ACRC) WAS LAUNCHED IN 2019 TO BE THE RESEARCH AND ANALYSIS ARM OF THE ATLANTA POLICE FOUNDATION. ACRC IS MANAGED BY APF BUT WORKS IN CONCERT WITH LOCAL UNIVERSITIES AND LAW ENFORCEMENT PARTNERS TO DEVELOP AND ANALYZE PUBLIC SAFETY CONTENT.2021 WAS A CHALLENGING YEAR TO ANALYZE CRIME DUE TO THE IMPACTS FROM COVID, BAIL REFORM, SOCIAL DISOBEDIENCE, AND ANTIPOLICE MOVEMENTS. THE ACRC CONTINUED TO FOCUS ON REPEAT OFFENDER DATA, ALTHOUGH THAT TOO WAS IMPACTED BECAUSE OF THE WIDESPREAD COURT CLOSURES THROUGHOUT FULTON COUNTY. NEW EFFORTS WERE LAUNCHED TO STUDY THE IMPACT OF ALL THE APF PROGRAMS, IN ADDITION TO OPENING STUDIES COMPARING ATLANTA CRIME TO OTHER MAJOR CITIES. THE OUTCOMES OF THESE ANALYSES ARE EXPECTED TO BE PUBLISHED IN 2022, ALONG WITH THE ANNUAL REPEAT OFFENDER DATA.
