IMPROVING LABOR MANAGEMENT RELATIONSHIPS, JOB SECURITY, ORGANIZATIONAL EFFECTIVENESS, ENHANCING ECONOMIC DEVELOPMENT OR INVOLVING WORKERS IN DECISIONS AFFECTING THEIR JOBS INCLUDING IMPROVING COMMUNICATION WITH RESPECT TO SUBJECTS OF MUTUAL INTEREST AND CONCERN TO BOTH LABOR AND MANAGEMENT.
