(REFERRED TO AS THE OWNER) OR THE BOARD OF DIRECTORS AND OFFICERS, EXCEPT FOR PROFESSIONAL SERVICES AUTHORIZED AND RENDERED.TO MAKE SUCH CHARGES FOR RENTAL HOUSING NECESSARY ONLY TO AMORTIZE COST OF CONSTRUCTION, OPERATION, AND MAINTENANCE IN AS ECONOMICAL A MANNER AS POSSIBLE.TO PROVIDE A BROAD BASE OF MEMBERSHIP IN THE COMMUNITY.
