OVER THE COURSE OF ITS PARTNERSHIP WITH THE BALTIMORE CITY HEALTH DEPARTMENT, CONNECTIONS THRU LIFE (CTL) PLAYED A CRUCIAL ROLE AS A FISCAL AGENT FOR THE RYAN WHITE PART A PROGRAM. AS PART OF THIS ROLE, CTL PROVIDED COMPREHENSIVE FISCAL OVERSIGHT FOR A TOTAL OF 22 SUBRECIPIENT ORGANIZATIONS, WHICH INCLUDED MANAGING AND MONITORING BUDGETS, EXECUTING CONTRACTS, REVIEWING AND DISBURSING INVOICES, AND PERFORMING SITE VISITS TO ENSURE PROPER USE AND ACCOUNTING OF FUNDS. THIS EFFORT ALLOWED CTL TO PROVIDE EFFECTIVE SUPPORT FOR THE PROGRAM AND ENSURE THAT ALL SUBRECIPIENTS WERE IN COMPLIANCE WITH APPLICABLE REGULATIONS AND GUIDELINES.
