MEMBERS ARE PUBLIC UTILITY COMPANIES, CITY, COUNTY, AND LOCAL GOVERNMENT ENTITIES THAT PROVIDE UTILITIES IN A SPECIFIC AREA, AND SOME EXCAVATING CONTRACTORS LOCATED WITHIN THE STATE OF COLORADO.
