Describe the Organization's Mission:
Part 3 - Line 1
HOURCAR'S MISSION IS TO PROVIDE AFFORDABLE, ACCESSIBLE, AND SUSTAINABLE SHARED MOBILITY CHOICES.
Describe the Organization's Program Activity:
Part 3 - Line 4a
IN 2021, HOURCAR OPERATED A FLEET OF APPROXIMATELY 45 VEHICLES. ACCORDING TO RESEARCH BY THE TRANSPORTATION SUSTAINABILITY RESEARCH COUNCIL IN BERKELEY, CALIFORNIA, EVERY CARSHARING VEHICLE PLACED IN SERVICE TAKES AN AVERAGE 9-13 PRIVATELY OWNED VEHICLES OFF THE ROAD. IN ADDITION, CARSHARING VEHICLES ARE ON AVERAGE 10 MPG MORE FUEL EFFICIENT THAN PERSONALLY OWNED VEHICLES. OPERATION OF THE FLEET HAS RESULTED IN SIGNIFICANT REDUCTION OF TAILPIPE EMISSIONS, REDUCED CONGESTION, AND ENHANCED QUALITY OF LIFE FOR RESIDENTS OF THE TWIN CITIES. IN 2021, HOURCAR LAUNCHED A NEW QUALIFIED LOW-INCOME RATE PROGRAM, ACCESS PLUS. HOUSEHOLDS EARNING LESS THAN 50 OF AREA MEDIAN INCOME ARE ELIGIBLE FOR THIS PROGRAM, WHICH OFFERS WAIVED REGISTRATION FEES, OUR LOWEST RATES, A COMPLEMENTARY DAMAGE FEE WAIVER, AND $6 IN MONTHLY DRIVING CREDIT, ALL FOR $1 A MONTH. THIS NEW RATE STRUCTURE IS DESIGNED TO MAKE CARSHARING MORE ACCESSIBLE AND IMPROVE TRANSPORTATION OPTIONS FOR LOW-INCOME COMMUNITIES. IN PARTNERSHIP WITH THE CITIES OF SAINT PAUL AND MINNEAPOLIS AND XCEL ENERGY, HOURCAR PILOTED A NEW ALL-ELECTRIC CARSHARING SERVICE LINE WITH A FOCUS ON SERVICE TO LOW-INCOME AND DIVERSE NEIGHBORHOODS. WE LAUNCHED THE PILOT, FEATURING 101 CHEVY BOLTS, IN AUGUST, BUT HAD TO SHUT IT DOWN IN SEPTEMBER DUE TO THE CHEVY. WE PLAN TO RELAUNCH IN EARLY 2022. THIS PROJECT WILL INCREASE OUR IMPACT IN TERMS OF EMISSIONS REDUCTIONS AND PROVIDING FLEXIBLE AND AFFORDABLE TRANSPORTATION OPTIONS FOR PEOPLE WHO CANNOT AFFORD TO OWN A CAR OR WHO CHOOSE NOT TO OWN ONE.
