GENERAL PROGRAMS - SUPPORTING PROGRAMS OF CONTROLLING MEMBER, EMPIRE HEALTH FOUNDATION. THE FOUNDATION'S PROGRAMS ARE STRATEGIC HEALTH INITIATIVES. THE PROGRAM EXPENSES REFLECTED HERE WERE PAID TO ORGANIZATIONS OTHERWISE UNRELATED TO THE EMPIRE HEALTH FOUNDATION ITSELF.
CARE FUND MANAGEMENT - RECEIVE, MANAGE AND DISTRIBUTE STATE MATCHING FUNDS PURSUANT TO THE STATE OF WASHINGTON'S ANDY HILL CANCER RESEARCH ENDOWMENT (CARE) AS DESCRIBED IN RCW 43.348.005 ET SEQ--FUNDING OF CANCER RESEARCH IN WASHINGTON STATE.--ACTIVITITY COMMENCED IN 2018. FUNDS UNDER THIS PROGRAM DO NOT REPRESENT REVENUES OR EXPENSES OF THE ORGANIZATION--THEY REPRESENT AN AGENCY RELATIONSHIP, FINANCIAL ACTIVITIES OF WHICH ARE ACCOUNTED FOR AS INCREASES OR DECREASES IN ASSETS AND LIABILITIES. HEALING FAMILIES - SUPPORT THE "HEALING FAMILIES TOGETHER CHILD WELFARE INITIATIVE" PLANNING EFFORT LED BY EMPIRE HEALTH FOUNDATION. THE INITIATIVE IS FOCUSED IN EASTERN WASHINGTON AND SEEKS TO PROMOTE HEALTHY CONNECTIONS FOR EXPECTANT FAMILIES AND FAMILIES WITH INFANTS UP TO 12 MONTHS OLD WHO ARE AT RISK FOR OUT-OF-HOME PLACEMENT THROUGH CHILD WELFARE.
RURAL CAPTIAL FACILITIES GRANT FUND MANAGEMENT - RECEIVE, MANAGE AND DISTRIBUTE FUNDS DESIGNATED FOR CAPITAL IMPROVEMENTS AT RURAL HEALTHCHARE FACILITIES ACROSS WASHINGTON STATE. THIS IS A 4-YEAR RESPONSIVE GRANTS PROGRAM WITH SEVERAL CYCLES EACH YEAR. THE ORGANZIATION RECEIVED ALL $5 MILLION OF THE AVAILABLE FUNDING IN A LUMP SUM IN 2019 AND HAS PAID OUT $1.2 MILLION OF GRANTS THROUGH THE END OF THE 2020 YEAR.
