THE HOME BUYER ASSISTANCE PROGRAM PROVIDED PRE-PURCHASE COUNSELING AND EDUCATION TO HOUSEHOLDS. THE PROGRAM ALSO GAVE MULTIPLE NEW HOMEOWNERS THE ABILITY TO PURCHASE A HOME BY LENDING THOUSANDS OF DOLLARS FOR SHARED APPRECIATION SILENT SECOND MORTGAGES.
