THE REFURBISHMENT, PRESERVATION, AND SAFE AND SANITARY IMPROVEMENT TO AFFORDABLE RENTAL PROPERTIES IN A COST-EFFECTIVE FASHION STRENGTHENS THE CIVIC STRUCTURE BY EMPOWERING ECONOMICALLY DISADVANTAGED FAMILIES TO IMPROVE THEIR QUALITY OF LIFE AND FEELING OF COMMUNITY.
