THE WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) IS A FEDERALLY FUNDED PROGRAM WHICH PROVIDES EMPLOYMENT AND TRAINING SERVICES TO ADULTS, YOUTH AND DISLOCATED WORKERS. WIOA PROVIDES THREE LEVELS OF EMPLOYMENT AND TRAINING SERVICES; CORE SERVICES INFORM AND EDUCATE CLIENTS ABOUT THE LABOR MARKET, INTENSE SERVICES INCLUDE STAFF ASSISTED JOB SEARCH AND OCCUPATIONAL DEVELOPMENT, AND TRAINING SERVICES PAY FOR OCCUPATIONAL SKILLS TRAINING FOR ELIGIBLE CLIENTS.
CHILD CARE IS CONSIDERED A SUPPORT SERVICE TO THE OTHER WORKFORCE PROGRAMS AND PROVIDES SUBSIDIZED CHILD CARE TO LOW-INCOME FAMILIES NEEDING ASSISTANCE. CHILD CARE SERVICES ARE PROVIDED THROUGH A NETWORK OF REGULATED CHILD CARE PROVIDERS AND SELF-ARRANGED RELATIVE CARE. SERVICES INCLUDE CLIENT SERVICES, PROVIDER MANAGEMENT AND FINANCIAL SERVICES.
THE WORKFORCE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF) PROGRAM PROVIDES TIME-LIMITED ASSISTANCE TO NEEDY FAMILIES WITH CHILDREN SO THAT THE CHILDREN CAN BE CARED FOR IN THEIR OWN HOMES OR IN THE HOMES OF RELATIVES; ENDS DEPENDENCE OF NEEDY PARENTS ON GOVERNMENT BENEFITS BY PROMOTING JOB PREPARATION, WORK, AND MARRIAGE; PREVENTS AND REDUCES OUT-OF-WEDLOCK PREGNANCIES, INCLUDING ESTABLISHING PREVENTION AND REDUCTION GOALS; AND ENCOURAGES THE FORMATION AND MAINTENANCE OF TWO-PARENT FAMILIES.
