PROMOTE THE COMMON GOOD AND THE GENERAL WELFARE OF THE PEOPLE OF LOUISIANA THROUGH THE ADVANCEMENT OF REVERENCE FOR HUMAN LIFE BY REAFFIRMING THE PRINCIPLE THAT ALL HUMAN BEINGS FROM THE MOMENT OF CONCEPTION ARE CREATED EQUAL AND ARE ENDOWED WITH CERTAIN RIGHTS AMONG WHICH IS THE RIGHT TO LIFE.

>>> PRO-LIFE EDUCATION PROGRAMS FOR YOUTH REJUVENATED DURING 2021 <<< DESPITE COVID-19 RESTRICTIONS, THE 2021 CALENDAR YEAR WAS FILLED WITH NUMEROUS PULSE RALLIES AND PRESENTATIONS. IN-PERSON EDUCATION EVENTS FOR STUDENTS WERE RESTORED FOR A VARIETY OF PROGRAMS, INCLUDING: PRO-LIFE 101, PRO-LIFE PERSUASION, PRO-LIFE FEMINISM, SIDEWALK ADVOCACY, AND SEVERAL OTHERS. 41 STUDENTS WERE TRAINED AT TWO PULSE WEEKENDS WHILE 24 STUDENTS WERE INSTRUCTED AT THE WEEKLONG PULSE LEADERSHIP INSTITUTE. AS COVID-19 RESTRICTIONS LESSENED, OUR YOUTH DIRECTORS MADE PRO-LIFE 101 PRESENTATIONS TO 1,025 STUDENTS AT SCHOOLS AND CHURCHES AROUND THE STATE. AND PROGRAMS SUCH AS PRO-LIFE 101, PRO-LIFE PERSUASION, PRO-LIFE FEMINISM, PEACE & JUSTICE THROUGH - OTHER PROGRAMS INCLUDED THE YOUTH ORATORY CONTEST AND CONTINUED VISITS WITH LOUISIANA COLLEGE STUDENTS AT NINE COLLEGE CAMPUSES. A MAJOR IMPACT WAS MADE BY THE "THEY'RE HUMAN TOO" EXPO WHICH VISITED COLLEGES 17 TIMES IN 2021. DESPITE PANDEMIC RESTRICTIONS, THOUSANDS OF STUDENTS WENT THROUGH AND SAW THE PRO-LIFE MESSAGE PRESENTED IN A NEW AND INTERESTING WAY.
>>> LOUISIANA RIGHT TO LIFE PROVIDES EDUCATION ON PRO-LIFE MATTERS IN MULTIPLE WAYS <<< SCHOOL SCHOLARSHIPS, PRAYER VIGILS AND MOTHER'S DAY WEEKEND AT A CHURCH WERE THREE OF THE WAYS USED DURING 2021 BY THE LOUISIANA BLACK ADVOCATES FOR LIFE IN THEIR 6TH YEAR CONTINUED THEIR EFFORTS TO BUILD AND MAINTAIN A CULTURE OF LIFE IN LOUISIANA. THROUGH THE ST LANDRY EMERGING LEADERS SCHOLARSHIP PROGRAM, SCHOLARSHIPS WERE AWARDED TO TWO STUDENTS. THIS PROGRAM IS DESIGNED TO DEVELOP SCHOOL AND COMMUNITY LEADERS, PRO-LIFE ADVOCATES AND SOCIAL JUSTICE INFLUENCERS. THE NOLA TO-GO BABY BAG GIVEAWAY GAVE 250 FAMILIES BABY SUPPLIES ON MOTHER'S DAY WEEKEND. DR. KATHY ALLEN HOSTED A 40 DAYS FOR LIFE PRAYER CRUSADE. LARTL'S OPTION HOPE INITIATIVE FEATURES AN INFANT ADOPTION CURRICULUM. IT IS ANOTHER SCHOOL-BASED PROGRAM THAT IS NOW REQUIRED BY LOUISIANA LAW. FUNDRAISERS THREE: IN JANUARY, THE PROUDLY PRO-LIFE GALA WAS HELD VIRTUAL ON WLAE-TV IN NEW ORLEANS. WHILE, IN THE FALL 2021, CHERS BEBES: ACADIANA'S SOIREE FOR LIFE WAS RESUMED. ITS PROCEEDS HELP FUND PRO-LIFE EDUCATION IN ACADIANA. AT THE 2ND LA VIE JUBILEE IN MANDEVILLE, AND HANNAN H.S., CLAIRE CULWELL GAVE HER AS AN ABORTION SURVIVOR. THIS EVENT HELPS FUND THE COLLEGE OUTREACH PROGRAM. - OTHER EDUCATION INCLUDED: 1) THE LARTL CENTER FOR MEDICAL ETHICS PROVIDED EDUCATION ON VERY IMPORTANT, OFTEN FORGOTTEN, "END OF LIFE" ISSUES AND OTHER MEDICAL ETHICS INFO; 2) THE LUMINARY NEWSLETTER PUBLISHED THREE ISSUES IN 2021 AND FEATURED IN-DEPTH COVERAGE CURRENT PRO-LIFE ISSUES; 3)STATE FAIR OUTREACH: CANCELLED IN 2020, IT WAS HELD IN SPRING AND FALL 2021; LARTL STAFF AND VOLUNTEERS MANNED A HELP BOOTH AND SHARED THE PRO-LIFE MESSAGE WITH TENS OF THOUSANDS OF VISITORS; 4)STATEWIDE OUTREACH THROUGH TABLING: THOUGH THERE WERE LIMITED EVENTS DUE TO COVID-19, LARTL AGAIN HOSTED A TABLE VISITED BY THOUSANDS AND OFFERED INFO ON THE PRO-LIFE MESSAGE, MERCHANDISE AND EVENT PROMOTION; 5) PREAUX LIFE AND OTHER MERCHANDISING, BUMPER STICKERS, MAGNETS, AND T-SHIRTS WHICH ARE SEEN ACROSS THE STATE AND ARE SOLD ONLINE AND AT EVENTS TO COVER PRINT COST; 6) LARTL DEVELOPED A PROGRAM TO HELP CHURCHES HOST SANCTITY OF HUMAN LIFE ON 3RD SUNDAY OF JANUARY; AND 7) STATEWIDE BILLBOARD CAMPAIGN: MARY WILKINSON CONTACTED LARTL FOR HELP. WE WORKED WITH MS. WILKINSON TO RAISE MONEY TO PLACE BILLBOARDS ON THE INTERSTATE AND ROADS TO EDUCATE THE PUBLIC ON THE SANCTITY OF LIFE. THE PROJECT HAS EXPANDED FROM THE FOUR BILLBOARDS IN THE LAKE CHARLES AREA TO ALONG THE INTERSTATES IN NORTH LOUISIANA, TO SHREVEPORT, AND ALSO ON THE I-10 NEAR LAFAYETTE AND BATON ROUGE. THE BILLBOARDS ARE AIMED AT CATCHING THE ATTENTION OF WOMEN TRAVELING FROM TEXAS SEEKING ABORTION; AND 7) LARTL IS PROUD OF ITS VARIOUS WAYS TO GET THE PRO-LIFE MESSAGE TO THE PUBLIC THROUGH ITS E-NEWSLETTER, WEBSITE, SOCIAL MEDIA (FACEBOOK, INSTAGRAM, SNAPCHAT AND TWITTER), AND DIRECT MAIL PROGRAM, USED AS AN EDUCATION RESOURCE AND TO SOLICIT DONATIONS.
>>> ACTIVISM AND LEGISLATION INITIATIVES <<< - ACTIVISM: DESIGNED TO BRING TOGETHER THE PRO-LIFE PEOPLE OF LOUISIANA, THE LOUISIANA LIFE MARCH WAS ALTERED IN 2021 DUE TO COVID-19 RESTRICTIONS. INSTEAD, LARTL HOSTED STAND FOR LIFE IN LOUISIANA ON JAN. 23. AT THE STATE CAPITOL, WE PRAYED TOGETHER AS A STATE ON SOCIAL MEDIA, WITH A SMALL, SOCIALLY-DISTANCED GROUP OF PRO-LIFERS. THEN, LOUISIANA RESIDENTS STOOD FOR LIFE ACROSS LOUISIANA IN THE FORM OF SOCIALLY-DISTANCED "LIFE CHAINS." THEN, LIFE CHAINS WERE HELD THROUGHOUT LOUISIANA IN OCTOBER AS PART OF A NATIONAL EFFORT TO PRAY FOR OUR NATION AND AN END TO ABORTION. OTHER EVENTS HELD WERE: 1)40 DAYS FOR LIFE: SEPT. 22-OCT. 31 IN NEW ORLEANS, BATON ROUGE AND SHREVEPORT - IT'S AN ANNUAL VIGIL HELD OUTSIDE THE STATE'S THREE ABORTION FACILITIES. DESPITE COVID-19 RESTRICTIONS, PRAYER VIGILS WERE HELD AND LIVES WERE REPORTED SAVED; 2) NOLA TO-GO BABY BAG GIVEAWAY: TO HELP MOMS IN NEED, LARTL, NEW ORLEANS RIGHT TO LIFE AND LOUISIANA BLACK ADVOCATES FOR LIFE HOSTED THIS GIVEAWAY ON MOTHER'S DAY WEEKEND. DURING THE DRIVE-THROUGH EVENT WE HANDED OUT OVER 500 BAGS FILLED WITH DIAPERS, SOAP & OTHER BABY SUPPLIES, AT TWO LOCATIONS; 3)HURRICANE IDA DIAPER DRIVE: TO ASSIST FAMILIES AFFECTED BY HURRICANE IDA, LARTL COLLECTED BABY SUPPLIES, AND MONETARY DONATIONS FROM GENEROUS DONORS (TO BUY MORE SUPPLIES) AND WORKED WITH PREGNANCY CENTERS IN THE HARD-HIT BAYOU REGION OF THE STATE HELPING HUNDREDS OF FAMILIES IN NEED; AND 4) LARTL CONTINUED ITS CHAPTER DEVELOPMENT AND LOCAL AREA ASSISTANCE ACTIVITIES IN 2021. >>> LEGISLATION ACTIVITY <<< - PROTECTING LIFE AT THE STATE CAPITOL A KEY PART OF LARTL'S MISSION IS THE PROTECTION OF LIFE IN BATON ROUGE AT THE LEGISLATURE. LEGISLATORS WORKED WITH US UNTIL THE END OF THE 2021 LEGISLATIVE SESSION TO CONTINUE TO LIGHT THE WAY TOWARD MOTHERS CHOOSING LIFE AND FOR THEIR BABIES TO BE PROTECTED BY LAW & WELCOMED WITH LOVE. UNLIKE THE SHORTENED (DUE TO COVID-19) 2020 LEGISLATIVE SESSION, WHEN ONLY TWO PRO-LIFE LAWS WERE PASSED, SIX LAWS WERE PASSED DURING THE 2021 SESSION: - ABORTION PILL REVERSAL DISCLOSURE: ENCOURAGES WOMEN WHO REGRET THEIR ABORTION TO TALK TO THEIR DOCTOR TO SEE WHAT THEIR OPTIONS ARE. -INTEGRITY IN ADOPTION ACT: PROTECTS PROSPECTIVE ADOPTIVE PARENTS FROM "BAD ACTORS" - ADOPTION ENHANCEMENT ACT: PROVIDES FOR MORE RELIABLE STATISTICS ABOUT THE FREQUENCY OF ADOPTION AND STRENGTHENS THE POST-ADOPTION PLACEMENT SYSTEM - ADOPTION STATE TAX DEDUCTION ACT: FAMILIES WHO ADOPT A BABY PRIVATELY OR BY FOSTER CARE RECIVE STATE TAX DEDUCTIONS - HOSPITAL COMPLICATION REPORTING ACT COMPELS HOSPITALS TO REPORT TO LA. DEPT. OF HEALTH WHEN THEY TREAT AN ABORTION PROBLEM - PROTECTING MINORS IN ABORTION ACT REQUIRES THAT JUDICIAL BYPASS GO THROUGH A JUDGE IN THE MINOR WOMAN'S CIVIL PARISH - WE CONTINUED TO ADVOCATE FOR FEDERAL LEGISLATION TO ADVANCE PRO-LIFE ISSUES AND STOP PRO-ABORTION LEGISLATION, AS WELL AS MONITOR THE FEDERAL COURTS AND COURT CASES.
