ALL SERVICES ARE DESIGNED TO PROVIDE ASSISTANCE WITH THE ACQUISITION, RETENTION, OR IMPROVEMENT IN SELF-HELP, SOCIALIZATION AND ADAPTIVE SKILLS TO ENABLE ALL CONSUMERS TO ATTAIN OR MAINTAIN THEIR MAXIMUM FUNCTIONAL LEVEL.
