TO CONSERVE MEXICO'S NATURAL HERITAGE BY CONNECTING ACROSS SECTORS AND DELIVERING STRATEGIC FINANCIAL AND TECHNICAL RESOURCES.
Describe the Organization's Program Activity:
Part 3 - Line 4a
CONSERVATION OF MEXICO'S NATURAL PATRIMONY IS PART OF OUR MISSION, AND WE COME TOGETHER WITH OTHER ACTORS AND SECTORS IN TECHNICAL AND FINANCIAL SUPPORT TOWARD THAT END. THE BIODIVERSITY CONSERVATION PROJECT IN THE SIERRA MADRE ORIENTAL AND THE GULF OF MEXICO (MOUNTAINS AND SEA) STRENGTHENS THE HANDLING OF 14 PROTECTED NATURAL AREAS (NPA), MANAGED BY THE NATIONAL COMMISSION OF PROTECTED NATURAL AREAS (CONANP - AS PER ITS INITIALS IN SPANISH). IN 2021, MOUNTAINS AND SEA SUPPORTED THE REPAIR AND EQUIPPING OF TWO VESSELS, THE ACQUISITION OF TWO TUGBOATS TO HAUL VESSELS, A FLATBED TRUCK TO BE USED IN HANDLING AND DEALING WITH FIRES ON A TIMELY BASIS, A 4X4 TRUCK FOR TRANSPORTING COMMUNITY BRIGADES FOR DEALING WITH FIRES, AND PREPARING SIGNAGE FOR 12 ANPS, STRENGTHENING SURVEILLANCE ACTIONS, BIOLOGICAL MONITORING, ENVIRONMENTAL EDUCATION, AND ATTENDING VISITORS TO THE PROJECT ANPS. THE CALAKMUL CONSERVATION FUND MADE PAYMENTS FOR ENVIRONMENTAL SERVICES TO THREE COMMUNAL LANDHOLDINGS (EJIDOS) OF THE CALAKMUL BIOSPHERE RESERVE (PUSTUNICH, YOHALTUN AND LAGUNA OM). THE PAYMENTS TO PUSTUNICH AND YOHALTUN IN 2021 WERE MADE THROUGH THE MEXICAN FOREST FUND OF THE NATIONAL FORESTRY COMMISSION (CONAFOR - AS PER ITS INITIALS IN SPANISH). THIS INSTRUMENT FACILITATES THE CHANNELING OF RESOURCES DIRECTLY TO THE COMMUNITIES, WHEREAS THE PAYMENT TO LAGUNA OM WAS MADE THROUGH AMIGOS DE CALAKMUL, A. C. AT THE BEGINNING OF 2022, THE PAYMENT WILL BE MADE EXCLUSIVELY TO PUSTUNICH AND YOHALTUN THROUGH THE MECHANISM SET OUT WITH THE CONAFOR. PURSUANT TO THE CALL FOR A MEETING OF "CONSERVATION OF SPECIES AT RISK AND THEIR HABITATS", PUBLISHED IN 2020, THE FUND FOR THE CONSERVATION OF ENDANGERED SPECIES (FONCER - AS PER ITS INITIALS IN SPANISH) SUPPORTS THE CONSERVATION OF FIVE PRIORITY SPECIES AND THEIR HABITATS, IN DIFFERENT PARTS OF NATIONAL TERRITORY: THE PENINSULAR PRONGHORN, THE CALIFORNIA CONDOR, THE MEXICAN WOLF, AND THE OLIVE RIDLEY AND KEMP'S RIDLEY SEA TURTLES. IN ALLIANCE WITH THE CONANP, THE FUND FOR PROTECTED NATURAL AREAS (FANP - AS PER ITS INITIALS IN SPANISH) CHANNELED RESOURCES TO 53 PNAS TO STRENGTHEN THEIR OPERATION AND HANDLING AND PROTECT THE ECOSYSTEMS OF 30 THOUSAND HECTARES IN 2021. WE HELD WORKSHOPS TO SUPPORT SIX PNAS IN UPDATING THEIR STRATEGIC PLANNING IN THIS YEAR, THEREBY ALLOWING FOR IDENTIFYING THEIR NEEDS AND STRUCTURING CONSERVATION ACTIVITIES IN THE MEDIUM-TERM. THE FANP WILL CELEBRATE 25 YEARS OF OPERATIONS. IT IS ONE OF THE MOST SUCCESSFUL FINANCIAL MECHANISMS OF MEXICO, AND AN EXAMPLE IN OTHER PARTS OF THE WORLD FOR FINANCING AND OPERATING PRIORITY PNAS. FUND FOR FIRE MANAGEMENT AND RESTORATION (FOMATUR - AS PER ITS INITIALS IN SPANISH) FINANCES AND STRENGTHENS FIRE PREVENTION ACTIONS, INTEGRATED FIRE MANAGEMENT AND RESTORATION OF PRIORITY AFFECTED AREAS FOR MEXICAN BIODIVERSITY. WE SUPPORTED THE FORMATION, EQUIPPING AND TRAINING OF 30 COMMUNITY BRIGADES, AND WE RESTORED MORE THAN 700 HECTARES IN 2021. THE PARTICIPATION OF WOMEN IN DIFFERENT ACTIVITIES HAS BEEN INCREASING SINCE 2020. THE MONARCH BUTTERFLY FUND HAS CONTRIBUTED TO THE DECREASE IN ILLEGAL LOGGING IN THE HIBERNATION HABITAT OF THE MONARCH BUTTERFLY SINCE 2000. THANKS TO THE CONSERVATION, SURVEILLANCE, AND DETECTION OF PESTS AND FIRES BY AGRARIAN NUCLEI, WE IDENTIFIED 2,594 HECTARES IN A RESTORATION PROCESS IN 2021. MOREOVER, WE UPDATED THE LEGAL INSTRUMENTS AND ADJUSTED THE PAYMENT MECHANISMS FOR ENVIRONMENTAL SERVICES, THROUGH THE MEXICAN FOREST FUND. WITH THIS NEW ARRANGEMENT, THE PAYMENTS TO 33 AGRARIAN NUCLEI WERE MADE MORE EXPEDITIOUSLY AND FOREST OWNERS HAD LOWER MANAGEMENT COSTS. THE MONTE MOJINO FUND SEEKS TO ASSURE THE CONSERVATION OF THE SUB-DECIDUOUS AND DECIDUOUS TROPICAL FOREST BY PAYING FOR ENVIRONMENTAL SERVICES, THROUGH THE MEXICAN FOREST FUND TO THE LA GUASIMA COMMUNITY IN SINALOA. PROJECT PARTNERS SUCCESSFULLY HAD 2,224 HECTARES HANDLED SUSTAINABLY IN 2021. A SURVEY CONDUCTED IN THAT YEAR SHOWED THAT 100% OF THE PERSONS INTERVIEWED CONSIDERED THE CARE OF THEIR WOODLANDS IMPORTANT AND THAT THEY PERCEIVE INCREASED VEGETATION IN COMMUNITY TERRITORY. THESE RESULTS ARE THE REFLECTION OF NINE YEARS OF WORK IN THE TERRITORY. FINANCING FOR NEW NATURAL PROTECTED AREAS PROJECT (FINANP - AS PER ITS INITIALS IN SPANISH) WILL SUPPORT THE OPERATION OF THREE PROTECTED MARINE AREAS (MPAS) MANAGED BY THE CONANP, SUPPORTED FINANCIALLY BY THE KFW DEVELOPMENT BANK AND THE INTERNATIONAL UNION FOR CONSERVATION OF NATURE (IUCN). PNAS ARE SOUGHT TO BE MANAGED EFFECTIVELY AND THAT THEIR CONNECTIVITY STRATEGY AND SUSTAINABLE FINANCING BE STRENGTHENED. FINANP WILL START WITH FIELD ACTIVITIES FORMALLY IN 2023. THE CONSERVATION OF THE MESOAMERICAN REEF SYSTEM PROJECT, FINANCED BY THE FUND FOR THE MESOAMERICAN REEF SYSTEM (MAR FUND), STRENGTHENS THE MPAS IN THE REGION. THE SMALL DONATIONS PROGRAM FOSTERED THE CONSERVATION OF MARINE-COASTAL RESOURCES, AND THE ECONOMIC WELFARE AND THE QUALITY OF LIFE OF POPULATIONS, BY RESCUING CORAL REEFS, MONITORING WATER QUALITY, MANAGING SEWAGE, ENVIRONMENTAL EDUCATION, AND GOOD PRACTICES FOR SUSTAINABLE FISHING. THE PROJECT TRAINED A TOTAL OF 30 PERSONS TO ADOPT BETTER SUSTAINABLE PRACTICES. THE GULF OF CALIFORNIA FUND FINANCED 19 PROJECTS THAT CONTRIBUTE TO THE ECONOMIC RECOVERY AND STRENGTHENING THE SOCIAL FABRIC OF NORTHWESTERN COMMUNITIES DURING THE PANDEMIC, AND THE CONSERVATION OF COASTAL-MARINE RESOURCES. THE PROJECTS INCLUDE ENVIRONMENTALLY RESPONSIBLE AND ECONOMICALLY VIABLE ACTIVITIES SUCH AS FISHERY MANAGEMENT, SUSTAINABLE TOURISM, AND MONITORING AND MANAGEMENT OF SPECIES. THE PRIVATE COASTAL LAND FUND SUPPORTED CSOS IN CHARGE OF PRIVATE LANDS AND AREAS VOLUNTARILY DEDICATED TO CONSERVATION (ADVC) OF GREAT ENVIRONMENTAL RELEVANCE BY PAYING PROPERTY AND OTHER TAXES. THIS MEASURE ALLOWS FOR OPERATING MANAGEMENT PLANS AND PERFORMING CONSERVATION ACTIVITIES AND RESTORATION OF THE ECOSYSTEMS IN STRATEGIC SITES OF BAJA CALIFORNIA, BAJA CALIFORNIA SUR, NAYARIT, AND SINALOA, IN ADDITION TO REDUCING THE RISK OF LAND USE CHANGE. THE MARINE AND COASTAL MONITORING PROJECT FOSTERS THE MONITORING OF MPAS AND THEIR NATURAL RESOURCES TO FORM SYNERGIES THAT FACILITATE DECISION-MAKING AND THE CONSERVATION OF MEXICAN SEAS. IN COLLABORATION WITH THE NATIONAL COMMISSION FOR THE KNOWLEDGE AND USE OF BIODIVERSITY (CONABIO - AS PER ITS INITIALS IN SPANISH), WE VALIDATED THE DISTRIBUTION MAPS OF THE MEXICAN MANGROVES BY USING DRONES IN 2021. MOREOVER, WE SET THE BASES FOR CONTINUING WITH A SECOND STAGE FOR MONITORING RED MANGROVES IN THE NORTH PACIFIC AND THE YUCATAN PENINSULA. FINALLY, WE COMPLETED THE TECHNICAL AND EDITORIAL STAGE OF THE DIAGNOSIS OF AQUACULTURE IN MEXICO, A DOCUMENT THAT INCLUDES LINES OF ACTION TO GUIDE THIS PRACTICE TOWARDS SUSTAINABILITY. CUENCA DE LOS OJOS (CLO - AS PER ITS INITIALS IN SPANISH) SEEKS TO ENSURE THE LONG-TERM CONSERVATION OF NINE PRIVATE RANCHES CERTIFIED AS ADVC IN NORTHERN SONORA. THE OPERATION STARTED WITH COUNTERPARTY RESOURCES FROM FMCN IN 2021, AND THE ECONOMIC CONTRIBUTION OF THE WYSS FOUNDATION WILL BE ADDED IN 2022. THE PROJECT WILL BEGIN TO OPERATE IN 2022. IN ADDITION, CLO HAS MANAGED RANCHO EL UNO SINCE 2021, WHEREBY A VISION IS DEVELOPED OF COMPREHENSIVE BASIN MANAGEMENT IN NORTHERN MEXICO. RANCHO EL UNO (REU) OPERATES AS A NATURAL RESERVE FOR THE CONSERVATION OF THE GRASSLANDS OF THE CHIHUAHUAN DESERT AND THE SPECIES THAT INHABIT THERE, SUCH AS THE AMERICAN BISON, THE BLACK-TAILED PRAIRIE DOG, AND THE GOLDEN EAGLE. IN 2021 THE CLO TEAM WAS TRAINED IN PRODUCT MANAGEMENT MATTERS TO INCLUDE NEW REGENERATIVE LIVESTOCK PRACTICES AT REU, AND IN STRESS-FREE BISON MANAGEMENT, BY SUCCESSFULLY MAKING ANNUAL HERD MONITORING FRIENDLIER.
FMCN FOSTERS THE LONG-TERM USE OF NATURAL RESOURCES TO MEET THE NEEDS OF CURRENT AND FUTURE GENERATIONS. IN ALLIANCE WITH OUR PARTNERS, WE WORK TO REDUCE THE FRAGMENTATION AND DEGRADATION OF FORESTS, WE PROMOTE AGRICULTURAL PRACTICES AND REGENERATIVE LIVESTOCK, WE IMPROVE WATER MANAGEMENT IN HYDRIC WATERSHEDS, AND WE SUPPORT SUSTAINABLE FISHING. THROUGH CAPITAL PROCEEDS, THE PRESERVATION OF COASTAL WATERSHEDS IN THE CONTEXT OF CLIMATE CHANGE - C6 PROJECT STRENGTHENS 10 PNAS BY FINANCING OPERATING ACTIVITIES, AND IT CONTRIBUTES TO DRAFTING ACTION PLANS FOR COMPREHENSIVELY MANAGING SIX WATERSHEDS, THEREBY FOSTERING CONSERVATION OF BIODIVERSITY AND REDUCING VULNERABILITY IN DEALING WITH CLIMATE CHANGE. IN 2021 STARTING WITH THE LESSONS LEARNED FROM C6, WE STARTED TO IMPLEMENT THE CONECTA AND RIOS PROJECTS. THE PROJECT CONNECTING THE HEALTH OF WATERSHEDS WITH SUSTAINABLE LIVESTOCK AND AGROFORESTRY PRODUCTION (CONECTA) SEEKS TO IMPROVE INTEGRATED MANAGEMENT OF THE LANDSCAPE AND PROMOTE CLIMATICALLY INTELLIGENT PRODUCTIVE PRACTICES IN SELECTED WATERSHEDS OF CHIAPAS, CHIHUAHUA, JALISCO, AND VERACRUZ. CONECTA HAS FINANCING FROM THE GLOBAL ENVIRONMENTAL FUND (GEF). LIKEWISE, THE RIVER RESTORATION PROJECT FOR ADAPTATION TO CLIMATE CHANGE (RIOS) SEEKS TO RESTORE RIVERS AS AN EFFECTIVE ADAPTATION MEASURE TO CLIMATE CHANGE IN SELECTED WATERSHEDS OF JALISCO AND VERACRUZ. RIOS IS THE FIRST PROJECT IN MEXICO FINANCED BY THE GLOBAL GREEN FUND (CGF). IN ALLIANCE WITH THE NATIONAL INSTITUTE OF ECOLOGY AND CLIMATE CHANGE (INECC - AS PER ITS INITIALS IN SPANISH), WE OFFICIALLY LAUNCHED THE CONECTA AND RIOS PROJECTS. IN COORDINATION WITH FEDERAL AGENCIES, WE ESTABLISHED ELIGIBLE ACTIVITIES AND PRIORITY AREAS FOR PUBLISHING CALLS FOR MEETINGS AND STARTED TO IMPLEMENT FIELD ACTIVITIES. WE ALSO STARTED TO HIRE NEW PERSONNEL FOR THE SUPERVISION OF BOTH PROJECTS IN 2021. THROUGH SPECIFIC CONSULTANCY SERVICES, THE REGENERATIVE LIVESTOCK (GANARE - AS PER ITS INITIALS IN SPANISH) PROJECT GENERATES USEFUL KNOWLEDGE FOR THE MEXICAN LIVESTOCK COMMUNITY TO ADOPT REGENERATIVE PRACTICES THAT FOSTER THE ECONOMIC PROFITABILITY OF THE SECTOR, AND THEY STRENGTHEN THE LONG-TERM CONSERVATION OF ECOSYSTEMS. AS OF 2021 YEAR-END, WE COMPLETED 14 TECHNICAL ANALYSES AND WE EXPECT TO CLOSE 10 MORE IN 2022. THESE STUDIES HAVE BEEN THE ANALYTICAL BASE OF CONECTA AND RIOS. AS OF 2021 YEAR-END, WE FINISHED THE FOURTH STAGE OF THE WATERSHEDS AND CITIES PROJECT, WHEREBY WE SUPPORTED THE INITIATIVES OF 10 PARTNER ORGANIZATIONS, EIGHT OF WHICH CARRIED OUT ACTIVITIES GEARED TOWARD IMPROVING OR GENERATING GOVERNANCE INSTRUMENTS, COMMUNITY ORGANIZATION AND/OR PUBLIC POLICY. ACCORDING TO AN EXTERNAL EVALUATION, INITIATIVES IMPROVED THE CAPACITY OF 49 INSTITUTIONS FOR ADDRESSING WATER MATTERS IN DISTINCT REGIONS. IN THIS STAGE, TOGETHER WITH THE PARTNERS IN FIELD, WE MOBILIZED MORE THAN 125 MILLION PESOS FROM ADDITIONAL SOURCES TO THE FUNDACION GONZALO RIO ARRONTE, I.A.P. THIS IS 19% MORE THAN WHAT WAS ORIGINALLY FORESEEN, WHICH SHOWS THE CONSOLIDATION OF THE PROJECT AND THE HIGH EFFICIENCY OF PARTNER ORGANIZATION IN MOBILIZING RESOURCES. A FIFTH STAGE WAS APPROVED IN 2022 FOR CONTINUING TO OPERATE THE PROJECT AND SCALE IT TOWARD THE NEW CITYADAPT 2.0 PROJECT.
CAPACITY DEVELOPMENT. CONSERVATION OF NATURE IS ONLY POSSIBLE IF PROFESSIONAL SKILLS AND PERSONAL LEADERSHIPS, AS WELL AS COMPETITIVENESS AND INSTITUTIONAL CAPACITIES FOR SUSTAINABLE DEVELOPMENT ARE CONSOLIDATED. WITH THAT LOGIC AND THE SUPPORT OF PROMINENT PARTNERS, WE FOSTERED THE STRENGTHENING OF REGIONAL FUNDS, IMPLEMENTING ORGANIZATIONS, FORESTRY COMPANIES, COMMUNITY NETWORKS AND CONSERVATION LEADERS. THE KANAN KAY ALLIANCE (KKA) IS AN INTERSECTORIAL ALLIANCE FOR HANDLING SUSTAINABLE FISHING AND MARINE CONSERVATION IN THE YUCATAN PENINSULA. IN COLLABORATION WITH MEMBERS AND DONORS, THE KKA LAUNCHED A MOBILE APPLICATION OF FISHING COMPLAINTS TO FACILITATE COMMUNITY SURVEILLANCE, A DISCLOSURE VIDEO ON FISHING REFUGE ZONES (FRZ) AND A MANUAL WITH THE PROCESSES FOR DESIGNING FRZS. FOUR NEW ORGANIZATIONS JOINED KKA THIS YEAR, BY TOTALING 36 ACTIVE MEMBERS. IN ADDITION, FISHING COMMUNITIES RECEIVED 17 TRAINING WORKSHOPS IN SUBJECTS OF COMMUNITY SURVEILLANCE, USE OF THE FISHING COMPLAINT APPLICATION, FUNDAMENTAL RIGHTS, DIGITAL COMMUNICATION, SELF-KNOWLEDGE, AND NEGOTIATION IN THE FISHING SECTOR. THE KAANBAL SUUT PROGRAM IS A NEW COMPANY FMCN INITIATIVE THAT STARTED IN 2021, SUPPORTED BY THE PACKARD FOUNDATION, TO STRENGTHEN INTERNAL CAPACITIES AND ORGANIZATION LEADERSHIP AND CIVIL SOCIETY NETWORKS IN THE YUCATAN PENINSULA. WE SELECTED 20 ORGANIZATIONS THAT IMPROVED THEIR INSTITUTIONAL EFFECTIVENESS IN 2021, BY STRENGTHENING 65 LEADERS AND INDIRECTLY BENEFITTING 656 PERSONS WHO WORK AT THE ORGANIZATIONS SELECTED. AFTER THE SUCCESS OBTAINED, WE WILL HAVE RESOURCES FROM THE PACKARD FOUNDATION TO CONTINUE WITH THE PROGRAM FOR TWO MORE YEARS. THE LEADERSHIP PROGRAM IN THE MESOAMERICAN REEF SYSTEM (L-SAM) CELEBRATED ITS ELEVENTH ANNIVERSARY IN 2021, BY DEVELOPING YOUNG TALENT OF THE FOUR COUNTRIES OF THE MESOAMERICAN REEF SYSTEM (SAM). MEXICO, BELIZE, HONDURAS, AND GUATEMALA. WE SUPPORTED 22 PERSONS IN DESIGNING AND DEVELOPING NINE PROJECTS (TWO IN MEXICO, THREE IN GUATEMALA, ONE IN HONDURAS, AND THREE IN BELIZE) IN THAT YEAR, EIGHT OF WHICH WERE SUBMITTED TO A CALL FOR SMALL DONATIONS FROM THE SAM FUND.
