ALL ONGOING ACTIVITIES AND PARTICIPATION IN FURTHERANCE OF THE MISSION, AND INITIATIVES TO ADDRESS THE VARIOUS CHALLENGES FACED BY THE COMMUNITY'S HEAVY RELIANCE ON FEDERAL PROGRAMS AND FUNDING.- EFFORTS TO COMBAT ENCROACHMENT, TO BRING A GREATER UNIVERSITY SYSTEM OF MARYLAND PRESENCE TO THE REGION, AND TO ENHANCE FACILITIES AT SMHEC AND OTHER SITES IN ST.
