RESIDENTIAL OPERATION OF TWO EMERGENCY SHELTER FACILITIES FOR CHILDREN, ACCEPTING CHILDREN PLACED THROUGH JUDICIAL OR LAW ENFORCEMENT PROCEEDINGS. CAPACITY OF 28 CHILDREN.
