THE NATIONAL CENTER FOR ARTS & TECHNOLOGY (NCAT) IS AN AFFILIATE OF MANCHESTER BIDWELL CORPORATION (MBC). THE ORGANIZATION COLLABORATES WITH CITIES TO PLAN AND OPEN EDUCATIONAL INSTITUTIONS KNOWN AS CENTERS FOR ARTS & TECHNOLOGY. THIS PROCESS REPLICATES THE MANCHESTER BIDWELL EDUCATION MODEL THAT COMBINES ADULT CAREER TRAINING (THE BIDWELL TRAINING CENTER MISSION) AND YOUTH ARTS PROGRAMMING (PART OF THE MANCHESTER CRAFTSMEN'S GUILD MISSION), TO IMPROVE LIFELONG OUTCOMES OF LOCAL RESIDENTS. IN FISCAL YEAR 2020-2021, NCAT'S REPLICATION EFFORTS INCLUDED 11 OPEN AND OPERATING CENTERS, FOUR CENTERS PLANNING TO OPEN, AND TWO COMMUNITIES ACTIVELY ENGAGED IN FEASIBILITY STUDIES TO ASSESS THE VIABILITY OF OPENING A LOCAL CENTER. IN 2020-21, NCAT ASSISTED CENTERS AND COMMUNITIES WITH RECRUITMENT AND ENROLLMENT SERVICES BY COLLECTING DATA AND LEADS VIA THE WEB SITES. NCAT HAS BEGUN TO ESTABLISH A NEW MODEL TO PROVIDE SERVICES TO COMMUNITIES IN A MORE EFFICIENT AND COST EFFECTIVE MANNER. DURING FY 2020-21, NCAT ADJUSTED ITS BUSINESS PLAN TO ASSESS HOW BEST TO ENGAGE COMMUNITIES ACROSS THE UNITED STATES. INCLUDED IN THIS BUSINESS PLAN IS A STRATEGY IN PENNSYLVANIA TO ASSIST IN IMPLEMENTING THE MANCHESTER BIDWELL EDUCATION MODEL IN BOTH URBAN AND RURAL COMMUNITIES. ADDITIONALLY, THE PENNSYLVANIA STRATEGY WILL INCLUDE COLLEGES AND UNIVERSITIES ACROSS THE COMMONWEALTH, WHO WILL PARTNER WITH NCAT TO FILL THE GAP BETWEEN INDIVIDUALS WHO CHOOSE THE WORKFORCE FIRST AND DEGREE ATTAINMENT AT A LATER DATE.
