ENERGY AND RENTAL ASSISTANCE IS PROVIDED TO STRUGGLING, LIMITED-INCOME, AND AT-RISK ELDERLY, DISABLED, VETERANS, AND FAMILIES WITH SERVICES AND ASSISTANCE GRANTS TO PREVENT AND/OR ALLEVIATE LIFE-THREATENING ENERGY AND HOUSING RELATED EMERGENCIES FROM OCCURRING DURING BITTER COLD WINTERS AND BLISTERING HOT SUMMERS. SPECIAL EMPHASIS IS ALSO PLACED ON ESTABLISHING LONG-TERM ECONOMIC STABILITY OF THE HOUSEHOLDS SERVED. ENERGY SERVICES, INC. (ESI) SERVES AS A CENTRAL CLEARING-HOUSE PROVIDER OF ASSISTANCE THROUGHOUT WISCONSIN.ESI HAS CONTRACTS WITH THE WI DOA DEPARTMENT OF ENERGY, HOUSING AND COMMUNITY RESOURCES (DEHCR) TO ADMINISTER THE WISCONSIN HOME ENERGY ASSISTANCE PROGRAM (WHEAP) AND KEEP WISCONSIN WARM/COOL FUND AND HEAT AND HOUSING FOR HEROES (KWW/CF AND HH4H). WHEAP ASSISTANCE GRANTS ARE PAID DIRECTLY BY WI DOA WHILE KWW/CF AND HH4H ASSISTANCE GRANTS ARE PAID DIRECTLY BY ESI. BEGINNING IN FISCAL 2021, ESI ADMINISTERED THE WISCONSIN EMERGENCY RENTAL ASSISTANCE (WERA) PROGRAM, WITH ASSISTANCE GRANTS PAID DIRECTLY BY WI DOA. CONTINUING IN FISCAL 2022, ESI ALSO BEGAN ADMINISTERING THE LOW-INCOME HOME WATER ASSISTANCE PROGRAM(LIHWAP), WITH ASSISTANCE GRANTS PAID DIRECTLY BY WI DOA. FURTHERMORE, ALONG WITH THE TWO PREVIOUSLY STATED PROGRAMS, ESI ALSO BEGAN ADMINISTERING THE VETERANS RENTAL ASSISTANCE PROGRAM (VRAP) IN FISCAL 2023, WITH ASSISTANCE GRANTS PAID DIRECTLY BY ESI. ESI PERFORMS A VARIETY OF SERVICES UNDER THE PROGRAMS.ESI ADMINISTERS THE GRANT ASSISTANCE FOR EACH OF THE PROGRAMS. ASSISTANCE GRANTS PAID DIRECTLY WITH WI DOA ARE EXCLUDED FROM THE FINANCIAL STATEMENTS. THESE ASSISTANCE GRANT FUNDS WOULD HAVE INCREASED REVENUE AND ASSISTANCE BY $116,822,249.RESOURCES ARE PRIMARILY OBTAINED FROM FEDERAL, STATE, AND LOCAL GOVERNMENT GRANTS. THERE CONTINUES TO BE A GAP BETWEEN DECLINING GOVERNMENT GRANTS AND GROWING UNMET ENERGY AND HOUSING RELATED NEEDS. ESI CONTINUES TO EXPAND ITS CHARITABLE LEVERAGING INITIATIVES TO SUPPLEMENT THE GOVERNMENT GRANTS AND ALLEVIATE THAT GAP THROUGH THE KEEP WISCONSIN WARM/COOL FUND AND HEAT AND HOUSING FOR HEROES THROUGHOUT WISCONSIN. THOSE RESOURCES ARE OBTAINED FROM UTILITY COMPANIES IN THE COUNTIES SERVED BY ESI AND OTHER CHARITABLE CONTRIBUTIONS.
