THE PURPOSE OF EMPLOYMENT PROGRAMS IS TO ESTABLISH ACTIVITIES TO PREPARE YOUTH AND ADULTS FACING SERIOUS BARRIERS TO EMPLOYMENT FOR PARTICIPATION IN THE LABOR FORCE BY PROVIDING JOB TRAINING AND OTHER SERVICES THAT WILL RESULT IN INCREASED EMPLOYMENT AND EARNINGS, IMPROVING THE QUALITY OF THE WORKFORCE AND ENHANCING THE PRODUCTIVITY AND COMPETITIVENESS OF THE NATION.
THE MISSION OF THE EARLY CHILDHOOD PROGRAM IS TO JOIN WITH THE COMMUNITY IN STRENGTHENING FAMILIES AND IMPROVING THE QUALITY OF LIFE FOR CHILDREN. THE OVERALL GOAL OF THE EARLY CHILDHOOD PROGRAM IS TO BRING ABOUT A GREATER DEGREE OF SOCIAL COMPETENCE IN CHILDREN. SOCIAL COMPETENCE MEANS THE CHILD'S EVERYDAY EFFECTIVENESS IN DEALING WITH BOTH THE PRESENT ENVIRONMENT AND LATER RESPONSIBILITIES IN SCHOOL AND LIFE. CHILDREN PROVIDED WITH A WIDE VARIETY OF LEARNING EXPERIENCE WILL GROW IN ALL AREAS OF DEVELOPMENT (SOCIALLY, PHYSICALLY, INTELLECTUALLY AND EMOTIONALLY). THE PROGRAM HELPS APPLICANTS UNDERSTAND ENERGY AUDITS AND PROVIDES ADDITIONAL RESOURCES TO HELP MAKE COST-EFFECTIVE DECISIONS. HEAP OFFERS HEATING BILL ASSISTANCE DURING THE WINTER HEATING SEASON. WHETHER AN ELIGIBLE HOUSEHOLD HEATS WITH ELECTRIC, GAS, FIREWOOD, COAL, PROPANE, FUEL, OIL, OR KEROSENE, THIS PROGRAM CAN HELP.
