EIS COUNCIL DEVELOPS AI-ENHANCED MULTI-SECTOR SIMULATION AND COORDINATION TECHNOLOGY FOR SITUATIONAL (CONTINUED ON SCHEDULE O)AWARENESS AND DECISION SUPPORT AS WELL AS SYSTEMS FOR COMMUNICATIONS AND COORDINATION DURING DISASTERS AND COMPLEX CATASTROPHES. KEY ACTIVITIES FOR FISCAL YEAR 2021-2022:1. EMERGENCY ALL-SECTOR, RESPONSE TO TRANSNATIONAL HAZARDS EXERCISE (EARTH-EX) THE WORLD'S LARGEST CROSS-SECTOR RESILIENCE EXERCISE FOCUSED ON INDIVIDUAL, ORGANIZATIONAL, AND COMMUNITY RESILIENCE: EARTH-EX IS A FREE EXERCISE OPPORTUNITY TO SELF-EVALUATE LEVELS OF PREPAREDNESS AND RESILIENCE IN THE FACE OF REAL-WORLD BLACK SKY POTENTIAL DISASTERS. THIS YEAR'S EXERCISE PRESENTS TWO ENGAGING SCENARIOS THAT EVERYONE IN THE WORLD FACES UNCONTROLLED FIRES AND EXTREME FLOODING EVENTS. EX-21 PROVIDED UNIQUE AND VALUABLE TRAINING MATERIALS AND WEBINARS THAT HAD OVER 12,000 REGISTERED PLAYERS REPRESENTING OVER 40 COUNTRIES WORLDWIDE.2. GLOBAL RESILIENCE COMMISSION WEBINARS: DUE TO THE COVID SHUT-DOWN WHICH DISRUPTED OUR ANNUAL EIS SUMMIT SERIES, EIS RESPONDED WITH CREATING THE GLOBAL RESILIENCE COMMISSION (GRCOM). THIS BI-MONTHLY WEBINAR SERIES HOSTED U.S. AND INTERNATIONAL POLICY MAKERS AND SUBJECT MATTER EXPERTS, WITH EACH WEBINAR DRAWING AROUND 300 PARTICIPANTS.3. GLOBAL INFRASTRUCTURE NETWORK OPTIMIZATION MODEL (GINOM) CONTINUED DEVELOPMENT: IN JULY 2021, A DEVELOPMENT PHASE SUPPORTED BY A GRANT FROM THE SMITH RICHARDSON FOUNDATION WAS COMPLETED THAT ADDED NEW CAPABILITIES: HIGH ENTITY-DENSITY CAPABILITY; NOTIONAL HUMAN RESOURCES DEPENDENCY MODEL; ENABLED PANDEMIC MODEL IMPORTATION. IN ADDITION, A FUNDAMENTAL BREAKTHROUGH DISTRIBUTED FUNCTIONAL INTEGRATION WAS INITIATED. DURING THIS PAST YEAR, DFI CAPABILITY HAS BEEN EXPANDED, ALLOWING A MUCH MORE SECURE INFORMATION SHARING ENVIRONMENT, BY OBVIATING THE NEED TO SHARE SENSITIVE INFORMATION, OPTING INSTEAD FOR HIGHER-LEVEL, NON-PROPRIETARY INFORMATION. 4. BLACK START EMERGENCY COMMUNICATION AND COORDINATION SYSTEM (BSX): THE BSX SYSTEM, WHICH FUNCTIONS IN TOTAL BLACKOUT AS IT IS INDEPENDENT OF ELECTRIC GRID POWER, AND USES MULTIPLE PATHWAYS TO SELF-FORM NETWORKS, COMPLETED TWO IMPORTANT MILESTONES. THE FIRST WAS EXPANSION FROM PILOT1, A PROOF OF CONCEPT WITHIN ONE SINGLE ELECTRIC POWER COMPANY, TO PILOT2, CONNECTING THE ORIGINAL COMPANY, A NEIGHBORING COMPANY, AND THE REGIONAL TRANSMISSION OPERATOR (RTO). AN ADDITIONAL SUCCESSFUL DEMONSTRATION WAS COMPLETED ON PLUM ISLAND, NY, AS PART OF THE DOD RADICS PROGRAM.
