SUBSTANCE ABUSE- TO PROVIDE A SAFE PLACE FOR WITHDRAWAL, ASSESSMENT, EDUCATION, COUNSELING LINKAGE, AND REFERRAL TO PERSONS IN SOUTHERN ILLINOIS AFFECTED BY SUBSTANCE ABUSE IN ORDER TO ATTAIN PHYSICAL AND EMOTIONAL STABILIZATION AND TO MINIMIZE THE IMPACT OF SUBSTANCE ABUSE ON THEIR LIVES.
