THE ORGANIZATION HAS PROVIDED OPPORTUNITIES FOR MEMBERS OF REGIONAL PLANNING BOARDS THROUGHOUT UPSTATE NEW YORK TO EXCHANGE IDEAS AND ASSIST ONE ANOTHER WITH ECONOMIC DEVELOPMENT ACTIVITIES. THE ASSOCIATION ASSISTED IN THE EFFORTS OF CENSUS 2000 AND THE CLUSTER ANALYSIS. DURING CENSUS 2000, THE ASSOCIATION WORKED WITH COUNTIES AND LOCAL COMMUNITIES: TO CREATE COMPLETE COUNT COMMITTEES, TO IDENTIFY HARD TO ENUMERATE CENSUS TRACTS, TO FACILI- TATE THE FLOW OF INFORMATION, TO TARGET RESOURCES TO DISADVANTAGED POPULATIONS AND PROVIDING TECHNICAL ASSISTANCE. DURING THE CLUSTER ANALYSIS, THE ASSOCIATION WORKED WITH EMPIRE STATE DEVELOPMENT AND EDA TO SURVEY EMPLOYERS STATEWIDE ON WORKFORCE TRAINING AND RELATED ISSUES. THE CLUSTER ANALYSIS WAS USED TO DETERMINE WHAT INDUSTRIES TO STUDY TO DETERMINE STRENGTHS OF THE REGION WITH RESPECT TO INDUSTRY CLUSTERS. MORE RECENTLY, THE ORGANIZATION ACTED AS AN INTERMEDIARY BETWEEN THE NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY AND THE STATE'S VARIOUS LOCAL PLANNING AND DEVELOPMENT BOARDS. THIS REPRESENTS A COLLABORATIVE EFFORT TO SOLVE NEW YORK'S ENERGY AND ENVIRONMENTAL PROBLEMS IN WAYS THAT IMPROVE THE STATE'S ECONOMY.
