THE FOUNDATION CONDUCTS A COMPETITIVE GRANT PROGRAM AND AWARDS FUNDS ON THE BASIS OF COMMUNITY NEED, ORGANIZATIONAL CAPACITY AND PROGRAM EFFECTIVENESS.
