THE SMALLEY FOUNDATION, INC. (THE "FOUNDATION") AWARDS COLLEGE SCHOLARSHIPS TO DESERVING PUBLIC HIGH SCHOOL SENIORS WHO NEED FINANCIAL AID TO ATTEND COLLEGE. THE PAYMENTS ARE MADE DIRECTLY TO THE COLLEGE FOR TUITION, FEES, BOOKS, ROOM AND BOARD AND RELATED EXPENSES. THE COLLEGE IS AUTHORIZED IN CERTAIN CASES TO TURN A PORTION OF THE FUNDS OVER TO THE GRANTEE FOR THE PURCHASE OF BOOKS, SUPPLIES AND OTHER RELATED EXPENSES. CANDIDATES FOR AWARDS ARE NOMINATED ANNUALLY BY THE BOARD OF EDUCATION (OR COMPARABLE ADMINISTRATIVE AGENCIES) OF COMMUNITIES. THE DIRECTORS OF THE FOUNDATION SELECT GRANTEES FROM THE LIST OF NOMINEES ON THE BASIS OF THE FOLLOWING CRITERIA: 1) PERFORMANCE IN EXAMINATIONS SHOWING ABILITY AND APTITUDE FOR COLLEGE WORK, 2) RECOMMENDATION FROM SCHOOL PERSONNEL, 3) FINANCIAL NEED, AND 4) PRIOR ACADEMIC PERFORMANCE.
