(QTC) WAS FORMED IN 1996 TO SERVE THE COMMUNICATION NEEDS OF RESIDENTS, EDUCATIONAL INSTITUTIONS, GOVERNMENTAL BODIES AND NOT-FOR-PROFIT ORGANIZATIONS IN THE CITY OF QUINCY. IT IS CHARGED WITH THE RESPONSIBILITY OF ESTABLISHING PROCEDURES TO FACILITATE AND MAXIMIZE THE AVAILABILITY OF ACCESS CHANNEL RESOURCES TO THE RESIDENTS AND INSTITUTIONS OF QUINCY. QTC IS RECOGNIZED BY THE I.R.S.
