THE LIBRARY SHALL MAKE ITS COLLECTIONS AND FACILITIES ACCESIBLE TO THE COMMUNITY IN ORDER TO SUPPORT THE ENJOYMENT AND EDIFICATION OF ALL AREA CITIZENS REGARDLESS OF AGE, CULTURAL BACKGROUND OR EDUCATION. THE LIBRARY SHALL BE A RESOURCE FOR LOCAL SCHOOLS AND NON-PROFIT ORGANIZATIONS IN ADDITION TO THE GENERAL PUBLIC.
