IF THESE EXTREMELY CRITICAL, CLINICAL SERVICES CANNOT BE ACCESSED, BDS PROVIDES ACCESS, WHEN POSSIBLE, UNTIL THE INDIVIDUAL OR INSTITUTION CAN GAIN ACCESS.
