THE PURPOSE OF THE PROGRAM IS TO ENCOURAGE LIFE CHANGE BY CONDITIONING THE PROVISION OF HOUSING ON THE MAINTENANCE OF STABLE EMPLOYMENT, A STABLE HOME ENVIRONMENT AND BY REQUIRING THE GRANT AWARDEES TO REFRAIN FROM USING DRUGS AND ABUSING ALCOHOL. IT ALSO INCLUDES DEVELOPING AND FUNDING PROGRAMS TO COMBAT COMMUNITY DETERIORATION AND JUVENILE DELINQUENCY FOR THE BENEFIT OF LOW-INCOME CHILDREN AND THEIR FAMILIES.
