TO MAINTAIN AND OTHERWISE PROVIDE HOUSING FACILITIES AND SERVICE THROUGH HOUSING ASSISTANCE WITH HUD WHICH IS DESIGNED TO MEET THE PARTICULAR NEEDS OF THE INHABITANTS OF HUD PROJECT 035-EH016
