AS AN EDUCATION AND REFERRAL CENTER WHERE SPECIALIZED EDUCATIONAL PROGRAMS AND REFERRAL SESSIONS ARE MADE AVAILABLE TO INDIVIDUALS REGARDLESS OF RESOURCES WHOSE LIVES HAVE BEEN ADVERSELY AFFECTED AS A CONSEQUENCE OF DISORDERS, DEPEDENCIES, OR ADDICTIONS.
