TO PREVENT THE OVERBREEDING OF CATS AND DOGS BY ASSISTING OWNERS UNABLE TO AFFORD COST OF SPAYING OR NEUTERING OPERATIONS. OTHER VET SERVICES ARE PROVIDED FREE IF UNABLE TO PAY
