WE BELIEVE THAT ANY STRATEGY TO IMPROVE LAND ACCESS AND TENURE SECURITY FOR BEGINNING AND ESTABLISHED FARMERS MUST MAKE LAND MORE AVAILABLE AND AFFORDABLE, IN WAYS THAT ARE BOTH APPROPRIATE AND EQUITABLE.
