CDMS PURPOSE AND PRIORITY IS TO STRENGTHEN DEMOCRACY AROUND THE WORLD AND ESPECIALLY TO ENABLE THE TRANSITION OF NON-DEMOCRATIC COUNTRIES TO DEMOCRACY. IT STIMULATES, PROMOTES AND CONDUCTS INITIATIVES AND ACTIVITIES, AND PARTICIPATES IN PROJECTS INTENDED TO ACHIEVE THIS OBJECTIVE.
