OCGA 48-13-51 REQUIRES FUNDS COLLECTED THROUGH THE HOTEL TAX BE DISTRIBUTED THROUGH A CONTRACT WITH A STATE OR LOCAL GOVERNMENTAL ENTITY OR A NON-PROFIT CORPORATION.
