TO ENRICH THE QUALITY OF LIFE IN PUTNAM, CT AND ITS SURROUNDING COMMUNITIES BY SPONSORING THE DEVELOPMENT OF HIGH QUALITY HOUSING AND RELATED FACILITIES FOR LOW AND MODERATE INCOME FAMILIES AND PERSONS AND TO PROMOTE RESPONSIBLE AND SUSTAINABLE DEVELOPMENT, PARTICULARLY THE ADAPTIVE REUSE OF UNDERUTILIZED HISTORIC STRUCTURES, THAT WILL CONTRIBUTE TO THE ECOLOGICALLY RESPONSIBLE USE OF NORTHEAST CONNECTICUT'S NATURAL RESOURCES.
