IT IS CHARGED WITH INVESTING THOSE FUNDS AND MAKING GRANTS TO SAID CHURCH FOR EITHER THE CHURCH'S OPERATING EXPENSES OR CAPITAL IMPROVEMENTS. IT MAY NOT MAKE GRANTS TO ANY ENTITY OR PERSON OTHER THAN SAID CHURCH.
